    • Reply Comments of Radiohio Incorporated, September 7, 2007. Discusses NTIA Report 99-368 entitled, “Medium Frequency Propagation Prediction Techniques and Antenna Modeling for Intelligent Transportation System (ITS) Broadcast Applications” and antenna modeling and propagation software. Suggests that use of purely predicted antenna performance (shc as method of moents) could increase interference since it does not consider local variables. Interestingly, as an example of variability of antennas, includes base impedance values for a large number of nondirectional antennas as reported in FCC files. There is substantial deviation in the base impedance for antennas of the same electrical height.
